The 11th Doctor frequently wore a fob chain with his waistcoats, and as best I could tell, he always wore one with his velvet waistcoat.
He wore the fob chain in the corresponding publicity photos for the episodes/specials as well, which (fortunately for us) are sufficiently high-resolution that we can more clearly see some of its details.
